Context: Despite strong economic growth, the Philippines faces the challenge of meeting rising energy demand while expanding electricity access in remote, off-grid areas. Key issues include sustainable energy supply, energy efficiency, and electrification of underserved households.
Objectives: The project supports the Philippine government in achieving four core goals: 1) electrification using renewable energy; 2) promotion of energy efficiency; 3) expansion of sustainable energy generation to meet growing demand; 4) ensuring affordable and disaster-resilient energy access for low-income populations.
Approach: GIZ International Services implements the ASEP component "Technical Cooperation and Capacity Building" together with ICF International and the Reiner Lemoine Institute. The program supports the Department of Energy (DOE) through policy advice, development of planning tools, business models, and targeted support for investment projects.
Activities: The project strengthens regulatory and administrative capacities in the energy sector, promotes renewable energy and energy efficiency, develops evidence-based decision-making tools for electric cooperatives and local actors, and supports the implementation of disaster-resilient energy solutions in high-risk areas.
Impacts: ASEP contributes to achieving electrification targets, establishing a sustainable electricity market, securing energy access for low-income households, and enhancing the resilience of the energy sector to climate risks.
