Context

The long-standing cooperation programme with the Economic Commission for Latin America and the Caribbean (ECLAC) (Comisión Económica para América Latina y el Caribe, CEPAL) and the German Federal Ministry for Economic Cooperation and Development (BMZ) promotes implementation of the 2030 Agenda in Latin America and the Caribbean. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH implements the programme.

Context

The region is facing economic, social and environmental challenges that have been exacerbated by the pandemic. The countries are unable to address these challenges sufficiently owing to a lack of institutional capacity. The Big Push for Sustainability (BPS) concept developed by ECLAC is meant to demonstrate how changes in patterns of production, consumption and demand can be used to achieve social, economic and environmental sustainability in urban areas. The consequences of the COVID-19 pandemic are also being taken into account in relation to mobility as an additional issue.

Objective

ECLAC and selected member states are technically and institutionally in a better position to promote sustainable mobility in cities.

Approach

The project promotes political dialogue and takes into account the cross-cutting issues of gender equality and human rights. Moreover, it advises pilot cities in the Latin American and Caribbean region. Cross-divisional working groups implement the measures:

City and mobility: This working group analyses sociodemographic characteristics and demand for mobility up to the year 2030.

Technology and energy: This deals with what impact environmental commitments and changes in consumption behaviour will have on urban spaces by 2030.

Industrial policy: The project gathers data on the regional potential for industrial policy measures in the field of electro-mobility.
