Context:

Indonesia’s Just Energy Transition Partnership (JETP) is an initiative established by the Group of Twenty (G20) leading industrialised and emerging economies during Indonesia’s G20 Presidency in 2022. The Indonesian Government and international partners want to significantly reduce the country’s carbon emissions and increase the proportion of energy generated from renewables.

The JETP Secretariat was established in 2023 to implement JETP between Indonesia, the International Partner Group (IPG) and the Glasgow Financial Alliance for Net Zero (GFANZ), a supporting coalition of leading financial institutions. In 2025, Germany and Japan stepped in to lead the Secretariat, as it had failed to build trust with the ministries in the Indonesian Government.

Moreover, it had not been able to foster strategic dialogue between the Indonesian Government, IPG and GFANZ or support JETP projects.

Germany is funding the second phase of the JETP implementation through the JETP Delivery Unit, a project management entity.

Objective:

The JETP Delivery Unit has been established and is helping Indonesia to create a foundation for investment in the development of renewable energy. As a result, the country is able to reduce its carbon emissions and achieve a carbon-neutral energy supply.

Approach:

The JETP Delivery Unit is supporting the Indonesian Government in the energy transition. To this end:

- a Secretariat assists IPG, GFANZ and the Indonesian Government in the implementation of JETP (external communication, website, exchange formats, steering body).

- a department provides project support to JETP projects, identifying and advising on issues.

- Experience and challenges are channelled into a dialogue platform that enables strategic direction-setting and involves a wide range of stakeholder groups (policy-makers, investors, international partners) in JETP.
