The Government of Moldova is tackling corruption through legislative reforms and institutional restructuring, thereby fulfilling key requirements specified in the Association Agreement with the European Union (EU). However, challenges remain due to the fragmented nature of anti-corruption institutions and their unclear mandates. Corruption at the highest levels, hidden interests and issues concerning judicial independence are impeding progress, particularly in areas such as education, health care and agriculture.
The European Commission acknowledges the progress made by Moldova, notably in undertaking judicial reform and increasing civil society involvement. The steps taken by Moldova towards implementing wide-ranging reforms, including de-oligarchisation and enhanced transparency, puts it in a strong position for EU integration and points toward a democratic future.
Objective: State institutions and civil society in the Republic of Moldova take more effective measures to prevent and combat corruption.
The project addresses five areas:
• Conducting campaigns to increase public awareness and sensitise civil society to the consequences of corruption and how to prevent, report and detect it.
• Training national institutions in preventing, detecting, investigating and sanctioning corruption.
• Supporting the authorities in introducing more effective systems for declaring assets and managing conflicts of interest.
• Supporting the Government of Moldova in implementing national strategies to fight corruption in health care, education and the agri-food industry and in other particularly vulnerable sectors.
• Providing advice on communication and cooperation between stakeholders with a view to taking a long-term approach to combating corruption.
