Context: The Sector Programme (SP) "Feminist Development Policy" supports the BMZ in implementing its Feminist Development Policy (FDP). Objective: With this strategy, the BMZ aims to raise global awareness of systemic discrimination and initiate a transformation process of German development cooperation. Approach: The SP focuses on structurally anchoring the FDP and its gender-transformative, human rights-based, intersectional, anti-racist, and postcolonial approaches. Its activities include technical advisory services, internal capacity building at BMZ, knowledge management and FDP monitoring. The services are structured around three key action areas. The first action area, "International Positioning and Alliances," involves supporting the BMZ division G11 in technical positioning, political agenda-setting, and alliance-building on the FDP in international forums. It also accompanies processes where Germany plays a leading role and promotes active exchange on feminist approaches, methods, and action plans. The second action area, "Anchoring FDP," focuses on advising the BMZ on the strategic, organizational, and methodological integration of the FDP. The SP supports the conceptual development of feminist core elements and their integration into German development cooperation, advises on systematically embedding them in BMZ governance instruments and processes, and strengthens BMZ and implementing organizations through capacity building and networking. The third action area, "Data and Monitoring," covers the monitoring of the third Development Policy Gender Action Plan and the Action Plan on the WPS Agenda. It includes developing indicators and alternative monitoring approaches, conducting trend analyses, and scaling implementation experiences for the BMZ and relevant stakeholders.
