Context:
The German Government wants to align German development policy with European values, mainstream issues of German development policy in the EU agenda for the long term and contribute to shaping EU development policy. This will strengthen the links between German and European development policy with a view to improving policy coherence in the EU, in German development cooperation and in partner countries.
Objective:
BMZ is supported in actively shaping EU development policy, while at the same time strengthening and improving the coherence of German and European development policy.
Approach:
The prgramme operates in three areas of action:
1) Support for ongoing EU processes
The programme advises BMZ on technical and content-related issues concerning the priorities, formats and processes of European development policy and on EU-related BMZ priorities.
2) Strategic identification of processes and priorities
The programme provides strategic advice to BMZ by proactively identifying and analysing development policy trends, issues and processes at national, European and global level. The resulting process and strategy advice incorporates cross-cutting developments into the work of BMZ.
3) Support for strategic partnerships in the EU
The programme supports BMZ’s strategic positioning in EU policy by promoting dialogue and strategic exchange between BMZ and EU institutions, EU Member States and representatives from civil society, the academic and research community and the private sector. To this end, it analyses the positions of political actors, prepares the content for specialist events and dialogue and exchange formats, provides support to such events and seconds staff to the EU Council Presidencies of other EU Member States.
