Context

The Senegalese administration does not have the capacities it needs to implement economic and employment-friendly reforms. The reasons for this include a lack of clarity about the priorities of the reform process, and strategic decisions taken without an analytical basis. The state has therefore been unable to steer overall economic development in the best way. The aim is to make the country fit for the future within the region – environmentally, technologically and in terms of its growth sectors – and to position it as a good place to invest.

However, the public sector in Senegal lacks the competencies, resources and methods required to steer administration efficiently at national, regional and local levels. This means that it has been unable to harness modernisation to support economic reforms. Administrative procedures are cumbersome, non-transparent and rarely participatory.

Objective

The administration is enabled to implement economic and employment-friendly reforms.

Approach

The project advises the Senegalese Government on matters relating to policy, processes and specific issues in this field. The aim is to better steer and implement administrative modernisation and strengthen public accountability. Another objective is to optimise administrative procedures, for example the systems for company registration and taxation.

In addition, the project fosters strategic competencies through further training, exchange platforms and knowledge transfer in a professional context.
