Initial Situation:
Senegal has outdated and rigid labour laws that are applied inconsistently. There is also a lack of transparency and efficiency in labour administration and the labour courts. These are obstacles to private-sector investment and therefore to the creation of decent, new jobs.
Objective:
The legal and institutional conditions for labour administration in Senegal have improved, making it easier to create decent jobs.
Approach:
The project works closely with the relevant institutions to reform labour law, make Senegal’s labour administration more efficient and develop the expertise of labour courts.
The project pursues an approach that involves all relevant parties and creates synergies between the following areas of activity:
• Supporting the Ministry of Labour in shaping social dialogue and reforming the labour and social code.
• Optimising labour inspection processes – including measures that increase transparency for users, such as digitalising administration.
• Developing a modern education and training system for labour inspectors, controllers and labour administration staff.
• Working with Senegal’s labour courts to improve their functioning and promote cooperation with labour inspections.
• Improving conditions to allow for an extension of social protection to activities not regulated by the state. The project is also establishing a health insurance scheme for tradespeople.
