Commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the Swiss State Secretariat for Migration (SEM) and implemented by GIZ, the project Vocational Training in Sri Lanka (VTLS) supports the Government of Sri Lanka, TVET institutions, vocational training institutes and private sector partners in reforming the TVET sector with a special focus on ensuring demand- and employment orientation of vocational training.
The political implementing partner of the project is the Ministry of Skills Development, Vocational Education, Research and Innovation (MoSDVERI).
The project works in four broader areas of intervention:
Output 1: Strengthening employment-orientation and private sector participation in TVET
Output 2: Future oriented and inclusive (short-term) qualification
Output 3: Capacity Building for TVET institutions (Ministry, public authorities, schools, involved private sector companies)
Output 4: Improved Political, Strategic and Legal Framework Conditions for TVET
The key implementation partner agencies are the Ceylon German Technical Training Institute (CGTTI) together with the Sri Lanka German Training Institute (SLGTI), selected private sector partners (PSPs), the Vocational Training Authority of Sri Lanka (VTA) and the National Apprenticeship and Industrial Training Authority (NAITA).
The VTSL project has a duration from July 2019 to September 2023.
The overall objective of the VTSL project is defined as follows: Youths from all sections of Sri Lanka's population have increasingly access to demand-based cooperative vocational training.
