In Brazil, there are 28 segments of Traditional Peoples and Communities (PCT) recognised by legislation, such as indigenous peoples, riverside communities, quilombolas and agroextractive communities. Dealing with the different land status of territories of PCTs poses a major challenge and approaches vary throughout the country.

Lack of reliable data addressing the occupation of traditional territories, the cultural aspects and the contribution of PCTs to sustainable development, is one of the reasons for the difficulties in conducting claims and effective action by the state to promote the rights of traditional peoples and communities. Since 2018, the Federal Public Prosecutor's Office (MPF) has been working with the National Council of Traditional Peoples and Communities (CNPCT) to develop a digital tool called "Plataforma de Territorios Nacionais" (Traditional Territories Platform), which is in the process of being set up to be used used by the PCTs themselves.

Objective

Traditional peoples and communities (PCT) are strengthened in positioning themselves for the protec-tion of their human rights and the achievement of the Sustainable Development Goals (SDGs) within the 2030 Agenda, in conjunction with Brazilian institutions holding responsibilities and operating in the field of human rights.

Approach

The project operates both locally and nationally. It is implemented in Brasilia, the national headquar-ters of the MPF, and in the three pilot regions Mato Grosso, Goias and Mato Grosso do Sul, jointly identified by the MPF and CNPCT. Nationally, the MPF and CNPCT are promoting the technological development of the platform and building their capacity for the effective management and use of the platform as a multi-stakeholder initiative. Locally, organisations, leaders and representatives of PCTs are supported in using the platform and networking strategically. The basis of its design and imple-mentation is the principle of "Leave No One Behind" enshrined in the 2030 Agenda, applying a gender sensitive approach.
