Context:
The Republic of Moldova began accession negotiations with the European Union (EU) in 2024. The pro-European parliamentary elections in 2025 highlighted a broad political and social consensus on moving closer to the EU. EU accession is seen as key to modernisation, prosperity and democratic stability. In addition, it will make Moldova an important anchor of democratic development and security in the region. At the same time, the country faces considerable challenges: the administration has to coordinate complex EU requirements, develop institutional capacity and mainstream state reforms. In order to be successful, the process requires not only effective authorities but also the active participation of civil society and the diaspora to make the integration process transparent, inclusive and accepted by society.
Objective:
Moldova’s state institutions steer the EU accession process in an increasingly efficient and coordinated manner with the active participation of civil society and the diaspora.
Approach:
The project operates in the following areas to support Moldova’s EU accession process:
- It is developing the capacity of the State Chancellery and the Office of European Integration for steering and coordinating activities.
- It is promoting management and negotiation skills, improving cooperation between ministries and driving key reforms.
- It is piloting measures in selected communities with a view to enabling local administrations to apply EU-compliant planning and administrative processes.
- It is fostering dialogue between the state, civil society and the diaspora – including organisations for women and vulnerable groups – thus promoting transparency, legitimacy and social participation in the EU accession process.
