Background:

Gujarat has an evolving skilling eco-system which has come a long way from offering conventional vocational education to offering industry-relevant hi-tech skilling through active industry participation. Consistent with "Skill India" and "Make in India" initiatives, the state government has taken several proactive measures for accelerating and enhancing the quality of Technical and Vocational Education and Training (TVET). The Directorate of Employment and Training (DET) under the Labour, Skill Development and Employment Department (LSD & ED), Government of Gujarat, is responsible for vocational and skill development training in the State of Gujarat and has 287 Industrial Training Institutes (ITIs) catering to almost 130000 trainees every year in various sectors including automotive, fabrication, capital goods and manufacturing, etc.

Despite that the state is one of the most industrialised states in the country and is placed in a much more comfortable position, compared to its peers from across the country, there are several factors that inhibit the skill development eco-system from scaling up to the desired levels which can be mainly categorised into the following areas:

• quality of training,

• industry engagement,

• capacity-utilisation and

• institutional governance.

Goal:

Employment and income prospects for young men and women in Gujarat are increased.

Objective:

The quality and industry relevance of the ITI programmes have improved.

Method:

It is the vision of the LSD & ED to establish multiple Centres of Excellence (CoEs) across the state and Institutes of Training of Trainers (iToTs). These institutes would be offering advanced technology training courses for trainers as well as for trainees and industry personnel in a sustainable manner to benefit vocational aspirational students and industry in Gujarat. All these institutions would be supported by a Hub based out of Ahmedabad. The institutes (4 CoE and 8 iToT) would be developed as world class advanced technology training institutes in the state of Gujarat, based on International standards, systems and technical expertise. It was agreed that GIZ would offer technical support in upgrading 4 CoEs and 8 iToTs as determined by DET.

To establish world class advanced technology training institutes in the state of Gujarat, based on international standards, systems and technical expertise GIZ will support the ITIs in providing: high-tech-oriented technical training in combination with technical services, blended learning and consultancy; market-driven long and short-term courses in the domain of modern technology as complementary measures; a strong interface with industry to secure relevant trainers; and train the teachers from vocational training institutes towards development and upgradation for enhanced outreach and impact.

The CoEs will simultaneously run industry driven courses, trainings for industry trainers, trainings for fresh candidates as well as upskilling for ITI pass candidates/ Diploma holders along with the regular training of ITI trainers. The iToTs would be institutes solely dedicated to training of ITI’s trainers. CoE’s will be established in the sectors automotive technology, electrical and energy management, advanced manufacturing, and electronics and ICT. In future, each CoE will act as a hub for ITIs in the respective areas/zones.

Impact:

•Eestablishment of world class advanced technology training institutes in the state of Gujarat, based on international standards, systems and technical expertise,

•Development of a cadre of specialised trainers/professionals having adequate knowledge about formulating and conducting effective skilling activities in the state.

•Trainers are trained to use new pedagogical tools for effective training.

•Quality and industry relevance of the ITI programme are improved.
