Initial situation

According to the coalition paper of the German government, 80 percent of the expected gross electricity demand of 680-750 TWh in 2030 is to come from renewable energies. At the same time, sectors that are difficult to electrify, such as industry, are to be decarbonised. In the coalition agreement 2021-2025, the new federal government adheres to the continuation of the Hydrogen Strategy 2022 and commits to the goal of a rapid market ramp-up of green hydrogen (H2) with an electrolysis capacity of around 10 GW in 2030. Under favourable conditions for the market ramp-up, the federal government assumes a hydrogen demand of 90 GW by 2030.

of 90-110 TWh for the market ramp-up by 2030. Today, the mainly grey hydrogen production so far amounts to 55-60 TWh. Since domestic production of H2 and its derivatives cannot cover the demand due to the limited availability of renewable electricity, Germany must increasingly develop corresponding import structures. Insbesondere Entwicklungs- und Schwellenländer haben großes Potenzial für die Herstellung von grünen H2- und Power-to-X (PtX)-Produkten.

Goal

In the sense of the national hydrogen strategy of Germany (NWS), the implementation of the SV Hydrogen Strategy ensures that local markets and an energy transition in partner countries are supported by the production of green hydrogen. The export of H2 must not be at the expense of the often still inadequate energy supply or create incentives for additional fossil energy sources locally. In Brazil as well as South Africa (and possibly Namibia), the substantive focus should thus be on promoting local market development and investigating financing mechanisms. The SV identifies private-sector needs and opportunities for business models, value chains and financing options for green hydrogen and PtX in target countries, systematically prepares these and supports their dissemination. Systemic foundations and tools are being developed for Brazil, South Africa and possibly Namibia, so that they can be applied to other BMZ partner countries as required. At the same time, the local development potential is examined through analyses of factors and effects of the market ramp-up on socio-ecological transformation of the economy in the partner countries. For example, other projects in Brazil and South Africa can draw on methods, developed tools or analyses and studies of the SV Hydrogen Strategy.

Approach

The SV Hydrogen Strategy advises and supports the BMZ in promoting the market ramp-up of H2 and PtX in the selected cooperation countries Brazil and South Africa. Synergies with other ongoing German DC initiatives, in particular the Business Alliance for Energy and bilateral projects in the cooperation countries, are identified and utilized. Private sector needs and opportunities for business models, value chains and financing options for green hydrogen and PtX in target countries are collected, systematically processed and evaluated. Systemic principles and tools are being developed for the selected countries so that they can be applied to other BMZ partner countries as required. At the same time, the local development potential is promoted. The results, which are relevant to development policy, will be systematically processed for the selected countries so that they can be applied to other BMZ partner countries as required. The insights and experiences gained that are relevant to development policy will be incorporated into the revision of the NWS.
