Context:

The Jordanian government is facing major challenges: conflicts in neighbouring countries and refugee communities in need, a lack of jobs, limited natural resources, insufficient public revenues and national debt. The government's ability to act is limited, while expectations of public services, transparency and participation are increasing.

The government has therefore committed itself to ambitious reforms and in 2022 presented a roadmap to modernise the public administration.

Objective:

The Jordanian administration takes transparent decisions, is more efficient and is more closely aligned with the needs of the population and the economy.

Approach:

The project advises the Prime Ministry on shaping and implementing the modernisation of the public administration.

It also works with central government institutions in the following priority areas:

- Creating the conditions for transparent, accountable and fact-based policy: The project trains decision-makers, for example, to assess the consequences of legislation and bureaucratic costs for companies, to use data for effective policymaking and to take into account the needs of the people of Jordan and the private sector through participation formats.

- Supporting the Service and Public Administration Commission (SPAC): Among other things, the project is working with SPAC to further expand competence-based personnel management in the public sector. It also advises the Commission on regulating the public administration and supervising the implementation of reforms.

- Improving services for the population and the economy: The project advises public institutions on how to make services efficient, gender-equitable and accessible to all population groups and the economy.
