Context: With its new administrative procedures law, Ethiopia has taken important steps towards modernising the administration and laying the foundations for the administration to act in a legally sound, transparent and citizen-centred manner. The implementation of the law presents an opportunity to continue to consolidate standards in line with the rule of law and to improve the quality of public services. By expanding inclusive participation formats and informing the public about their rights in relation to the administration, Ethiopia is creating key tools for the long-term modernisation of its public administration.
Objective: The Ethiopian Government has an administration based on the rule of law and involves the public in decision-making; at the same time, the public is aware of their rights vis-à-vis the administration.
Approach: The project advises the Ethiopian Ministry of Justice and regional judicial authorities on how to align the actions of specialist authorities with the Ethiopian administrative procedures law.
It supports state institutions and civil society organisations in developing and introducing standardised, gender-sensitive participation procedures.
It also helps to design and implement campaigns that inform the public about their rights vis-à-vis the administration. It places a particular focus on involving disadvantaged groups.
In this way, the project aims to embed the principles of the rule of law and participatory mechanisms in the Ethiopian administration in the long term.
