Context:
Since October 2023, Israel’s military intervention in the Gaza Strip—which has fluctuated in intensity—has had a massive impact on the living conditions and the availability of basic services for the population of Gaza. Even after the ceasefire in the fall of 2025, military interventions—some of them massive—continue to occur regularly. Vulnerable populations in the Gaza Strip lack access to basic services due to ongoing conflicts, displacement, a lack of social and basic services, and destroyed infrastructure (the core problem). The project supports local actors in Gaza and the Palestinian territories in restoring basic infrastructure in selected sectors in Gaza and improving the provision of basic services in Gaza.
Objective:
Local actors are improving the provision of basic services in selected communities in Gaza. In addition, Palestinian and international actors are being strengthened in terms of coordination and networking for early recovery and, looking ahead, for the long term.
Approach:
Given the dynamic situation in Gaza, the project adopts a flexible approach that is risk- and demand-oriented and builds on the groundwork laid by German development cooperation. Specifically, an initial focus is the establishment of a multifunctional hub for basic and community services at the Deir al Balah Community Center. Through the Maan Development Center, the organization responsible for the facility, and the municipality of Deir al Balah, the facility’s infrastructure will be improved and any damage repaired. This also applies to existing facilities for agricultural and food production. In addition, a "Temporary Learning Space" will be used to provide supplementary educational and psychosocial services for young people. Rehabilitation measures for children and adolescents are also planned.
