Context:
Syria's justice system has been put under severe strain by decades of conflict, political repression and institutional neglect. This has caused damage to the rule of law, the justice system and trust in public institutions. In the transition phase following the Assad regime, there is an urgent need to rebuild and modernise judicial institutions. This will restore the integrity and professionalism of the judiciary.
