Initial situation:
The German government has set itself the goal of aligning its value-based German development policy with European priorities, anchoring German development policy priorities in EU agendas and actively shaping EU development policy. German and European development policy are thus more closely interlinked in order to improve framework conditions and policy coherence in the EU, in German development cooperation and in partner countries.
Objective:
The sector project supports the BMZ Division 401 (EU Development Policy) to advance the European orientation of German development policy and to position German priorities at the European level. In this way, the sector project helps improve policy coherence and coordination between Germany and the EU, thereby achieving development policy impacts more efficiently and effectively.
Approach:
The sector project works in three areas:
1) Supporting ongoing EU processes
The project advises the BMZ on priorities, formats and processes of European development policy as well as on BMZ priorities with relevance at European level.
2) Strategically addressing processes and priorities
The project advises BMZ strategically by proactively identifying and analysing development policy trends, issues and processes at the national, European and global level. Through the procedural and strategic advice provided by the sector project on this basis, cross-sectoral developments are thus incorporated into the work of the BMZ.
3) Promoting strategic partnerships in the EU
The project supports the BMZ's strategic positioning at EU level by supporting BMZ’s internal and external communication and by promoting dialogue and strategic exchange between the BMZ and EU institutions, EU member states and representatives from civil society, academia and the private sector. This includes seconding staff to other EU Member States for their EU Council Presidencies.
